Tweezers are used to introduce the current to each individual hair and it travels down the hair shaft to the base of the follicle. The impact is forceful and causes the surrounding cells t disintegrate, thus cutting off the sole supply of nutrients and oxygen to the hair root. Effectively, the hair root is starved until it eventually dies.
